Loaded project file - Behaviors triggered by shape pick can't be edited

After loading a previously saved file, hitting the pencil button in the 
behavior editor will only allow about a third of the behaviors to be edited.

Updated issue summary to describe specific bug.

It turns out that the behaviors that could not be edited where behaviors that 
were triggered by a shape pick. I found the cause of the bug and fixed it. 
Unfortunately this requires a change to the Octane for saved shape pick 
handlers, so the bug will be not be fixed in existing saved projects.
