behaviors lost when project saved with broken behavior links

Create a scene with numerous motions and behaviors

Delete some of the motions which are used as actions by some of the behaviors

Save and load the scene

Many behaviors will be gone - not just those that are now invalid because of 
the missing motions.   Does loading of behaviors stop when it encounters a 
broken behavior?   This needs a graceful fail.
