Panel table creation #1

What steps will reproduce the problem?
1. activating panels
2. Doesn't add any dummy panels in the database, 
3. Would be nice it creates few panels in database to play with when you 
activate panel plugin. 

What is the expected output? What do you see instead?
You don't see anything till you manually enter panels manually in the database 
panel table. 

What version of the product are you using? On what operating system?
latest from svn

sorry for the delay in this - google code never sent me an email when the issue 
was raised, so I didn't notice it.

when you add the Panel plugin, it doesn't automatically create any panels.

to add a panel (named "test", for example), edit your HTML template and add 
{{PANEL name="test"}} to it. when a page using that template is viewed in your 
browser, the panel will be added to the database.

it doesn't make sense to add some "default" plugins, because the templates of 
your website may not ever use them, and that will just confuse the 
administrator.
