themes server: make sure obligatory panels exist in the template #12

all themes should have the following two panels in their templates:
{{PANEL name="header"}} <-- for banners, logos, etc
{{PANEL name="footer"}} <-- for company info, google ads code

and all themes should have at least one of:
{{PANEL name="left"}}
{{PANEL name="right"}}
