admin menu should be adjustable #129

similar to office applications, it would be very interesting to let menus be 
adjusted - so in online store sites, for example, the top menu could be 
dominated by online store menu items.

to do this, a new core admin area should be set up which allows the menu to be 
adjusted. all menu items currently in the system would be /suggestions/, which 
are accepted by default. If the menu is ever adjusted, though, then those 
suggestions are ignored and the adjusted menu is used instead.

while building this, it may also be interesting to create multiple menus, so we 
could have a top menu, and also a left menu. and also, maybe sliders so the 
menus can be hidden when not in use.
