ratings: cache some of the data so there's less network traffic #37

example, if you mouseover the stars, a request is made to find out how many 
people rated it.

this happens every time, even if there were no ratings, or you just hovered it 
a moment ago.

the data should be retrieved once only, and cached until cleared or page is 
reloaded.
