add location to user table

for some websites, it is useful to know where the users are located. for 
example, in a website where the users are businesses or clients, and they need 
to find each other.

to make this possible, we need to add user location selection properly to the 
user table.

in user registration pages, we should be able to configure whether the location 
is optional or required.

selection should be through either popup map, or select-boxes. in the case of 
select-boxes, we need to be able to configure the options in the admin area.

in admin area, you can now enter a user's location through lat/long, or through 
clicking on a google maps link.
