Scrollbar handle moves away from mouse #59

What steps will reproduce the problem?
1. Start org.joshy.gfx.test.control.DragControls
2. Try to drag a Scrollbar handle

What is the expected output? What do you see instead?
The handle moves some pixel away from the mouse, but it should stay under the 
mouse.

This does not happen if the handle is larger!
