Shift while scaling does not keep starting ratio #73

What steps will reproduce the problem?
1. create an elipse
2. scale while pressing shift
3. it becomes a circle

What is the expected output? What do you see instead?
I would expect holding shift to maintain the created elipse
while scaling it (keeping the ratio)

What version of the product are you using? On what operating system?
build 174

Please provide any additional information below.
I would expect this for other scaling as well
