Massive video stutter at 24p #96

What steps will reproduce the problem?
1. Enable screen capture on prismatik
2. Set display to 24hz/23.976hz
3. Play any 24p video (Like a Bluray) on VLC/MPC/Plex/XBMC

What is the expected output? What do you see instead?
Smooth video playback is expected but instead you get insane video stutter on 
any player with screen capture enabled.

What version of the product are you using? On what operating system?
Tried Prismatik 5.10.1 and 5.10.6 on Windows 8.

Please provide any additional information below.

At 60hz Prismatik and the Lightpack function perfectly. Its only at 24hz on 
this system that the issue appears.

We have tried this with one and two lightpacks connected and it still gives the 
same results. We have tried reinstalling prismatik along with deleting the 
config file. And we have tried disabling Aero in windows along with playing 
with some of the capture settings in Prismatik to no avail.
Our other systems run this perfectly (Surface Pro and Retina Macbook Pro 13) 
but on our HTPC it has this issue.

HTPC Hardware Information:
AMD A10-5800K APU
AMD 7660D GPU (On same chip as CPU)
8gb of DDR3 1600mhz RAM
Windows 8
Any help is much appreciated considering we have three lightpacks with this 
issue.

Update:
I purchased a Nvidia GTX 750 Ti to see if the AMD GPU was causing the issue and 
the issue still persists even after a clean install of the drivers. This is 
getting quite frustrating considering I can't watch a video correctly with 
screen capture enabled at all.

I am also getting this problem with a GTX 780 Ti, which is abnormal to say the 
least.
When I put a GT 610 as second GPU and play the 24p video on the GT 610 HDMI 
output, the problem disappears. There seems to be an optimization issue, like 
the screen capture is overloading the primary GPU or something...

It is worth noting that in my case, I didn't set the display to 24hz. I just 
play a 24p video on my 60hz HDMI TV and the problem happens.

Just a suggestion, I had horrible shearing and stutter with mine until I 
updated my WEI score under Windows 7. Perhaps try running 'winsat formal' from 
command prompt on your Windows 8 machine and see if it helps?
