You can.
At the top of the GUI, click the "Options" menu item and then click "Set
Default Directory...". Then, navigate to the correct installation directory.
If this doesn't work, reply with the full path to the "RADS" folder on your
game installation. For example, on my client it's "C:\Riot Games\League of
Legends\RADS".

I'm getting this same error now in 1.17, but changing the default directory
doesn't seem to work. It works fine when I open it with 1.16 though.
When I open in 1.17 I get the error immediately. If I change the path to the
Riot Games or League of Legends folder, I continue to get the error. When I
change it to the RADS folder, all that loads up are the monster files, but not
the champions. I ran it normally and as an administrator with no luck.
Any thoughts as to what the issue is?

I think you are experiencing the same bug people are discussing in Issue 9.
Which localization of the client are you running (North America, Europe, etc.)?
