Sanitize statfs() on Windows #97

This issue has been tracked down from the mysterious message
"/lusca/var/cache: (2) No such file or directory"
printed in storeDirGetBlkSize()...

Ignore the patch's irrelevant part. Sorry.

Hm, that function is first supported in Win2k. Is it in XP?

I don't know if Lusca would even run on Win95/Win98 these days. It's likely not 
worth
supporting; but if that's the case, I'd like to make sure we enforce that at 
runtime.

I guess, lusca assumes ipv6, right? Then, win95/98 is automatically unsupported 
since
it lacks even ipv6 basic functions. We need at least win2k/xp to build.

Not tested, I'm working on paper. ;)
