Please resurrect the objectives from the attached document (Just focus on "MLPA 
Goals and Regional 
Objectives").

A new fixture with the objectives was added, the editing and attribute
views/templates reflect the goal>objective thing and a data migration was added 
to
clear all previous goals from MPAs and load the new objectives.
