MarineMap Oregon - Production Server Design and Setup #407

We will work with agency partners to determine the appropriate production 
server system setup. 
Likely options include being hosted through Amazon Web Services (AWS) or on a 
standalone system 
housed at DLCD.  The final decision will be made by State agency project 
partners.  

This production system will need to be deployed as part of our first 
"checkpoint" in late August. This  
is when we will transfer work that was staged on the development server to this 
system for 
feedback, and we can continue experimental work on the dev server. Chris should 
have some data 
layers by then, and we should have some models for MPAs and renewable energy 
sites.

We'll use an AWS reserved instance, oregon.marinemap.org.  Dev server now 
exists at chinook.marinemap.org.  Design is much like north coast, marking as 
done until further work is needed.
