Client-side snapping #412

One simple way to ensure straight, topologically correct lines is to have some 
sort of client-side snapping int eh google earth plugin. 

Maybe snapping to graticule, snapping to existing vertices and/or snapping to 
points such that line segments are perpendicular/parallel to lines of latitude.
