Search functionality #416

One for the backburner:

We need some way to search through the available marinemap content. I picture a 
single ajaxy search panel which look through

- users shapes + attribs
- shared shapes + attribs
- uploaded media
- public & private kml data layers
- maybe some sort of gazetteer or focussed placename search
