Implement channel views (without authentication/permissions) #469

Implement basic channel api views for pushing discussion entries back and forth 
on public discussion threads. 

Also need a listing service that returns a list of all discussion threads for 
the UI to present and allow users to choose from. In combination with some of 
the UI tickets, at the end of this we should have a public discussion board. 

Don't worry about authentication in this ticket.
