Run creation time is not accurate #122

What steps will reproduce the problem?
1. Look at the run creation times for a list of runs
2. They are all created on the correct dates, but all at the same time (08:00)

What is the expected output? What do you see instead?
I expect to see runs created at the moment the button was hit, and the 'created 
time' should reflect that.
