Data Sync Client #129

This is a repeat of an old issue.

The contents of the "Files" section in experiments are incomplete. The issue is 
that,
a) Not all files and sub-directories have been captured.
b) Some of the captured files are incomplete (smaller file size than that are 
present in the instrument).

Brad had made changes to the code of the data sync client that was to,
a) Fix the above issue with currently captured files and
b) Re-capture data for all old and already run experiments. 

But, this issue has now re-appeared.

A new release introduced this (feedback from client), client noticed in 4.5 
(but may have been introduced earlier).
