Exceptions during Setup methods are not reported as Test failures in TeamCity #719

I have a test suite that sometimes fails during the Assembly Setup method. 
Whilst this is reported as a failure in the Gallio report, it is not reported 
as a failure to TeamCity. This gives the impression that all the tests have 
passed, whereas many have not even been run.

This is with Gallio 3.2 Build 517 and TeamCity 5.1.3
