Enhancements for mobile users #37

A few enhancements would make it easier to use DSS on a smart phone (I've been 
trying DSS on my Android).

1. Bigger map controls; the Google map controls are currently very tiny on the 
phone display.

2. Toggle between full-screen map and "normal view"; it is currently tricky to 
move around the DSS page, versus move around the map. This would be easier if 
user could switch into a full-screen map view - then touch-events would be 
interpreted as map events.

Given where things are and what meagre resources there are, the focus is on 
what is critical to have now. I think a phone based visualization is nice; but 
there are still a number of outstanding issues that need to be dealt with 
before getting to usability related issues esp. on smart phones. We do have the 
tail end of the project (yrs 3-5) on CANON set aside precisely for these kinds 
of items, once the larger issues of dealing with "do we have the data" are 
sorted out. 

This is unfortunate, but also the reality.
