CSV adapter needs to refactor to support TSV(tab separated) and PSV(pipe separated) file #128

As CSV , TSV and PSV all are character delimited recored, these type of
file or data format can be supported by one adapter called delimiter
separated values adapter. 

Delimiter separated values adapter also should support standard RFC of
CSV,TSV and PSV.In absence of TSV and PSV rfc, CSV RFC can be taken as
standard .
