Authorities 数据录入功能 #5

Authorities数据录入因该包括下面几个功能：
1) 添加不同类型的Authority数据
2) 在数据输入过程中，应该对数据的有效性进行验证，如：
   新增： type = METHOD
         value = * org.gaixie.micrite..*(..)
   在失去焦点的时候，应该校验 value值是否存在，同时还要符合规范，并给出提示！
