Cant add authority in micrite v0.9

What steps will reproduce the problem?
1.Install Micrite v0.9 
2.Login Micrite and open authority List tab
3.Click Add authority Menu
4.Add Authority Window be opened , but the window is empty , no button , 
no Textfield , some javascript error occur.

What is the expected output? What do you see instead?
I cant add authority.

What version of the product are you using? On what operating system?
Micrite-0.9 , Tomcat-6.0.20, Windows Vista, IE7, Embedded Derby database

Please provide any additional information below.
Other popup  windows has no problem, like as add role, add User.

js 不规范导致的这个问题，通过 
jslint.com检查js的规范性，如果通过，通常可以在绝大多数
浏览器中运行。
