allow to silence incomming posts #264

Hi.

Given that microblogs can produce quite some traffic but one may only want to 
read them from time to time (or even want to have them only logged via pidgin) 
the following would be nice:

It should be possible to "silence" incoming messages for an account which means:

- The systray icon shouldn't flash and indicate newly arrived messages.

- The sound for incoming messages should be disabled. This is what the "<IM 
Window>:Options/Enable Sounds" menu option should already allow. But for the 
microblog accounts storing that permanently doesn't seem to work.

Maybe it would make sense to allow people to select exceptions on which the 
silencing doesn't take place, e.g. if a post includes your account's name.
