You don't mean right-side chat? The lab? I know that breaks some floating
elements but my chat is on the left and my floating toolbars are working fine.
The chat element and the toolbars are completely unrelated...

Floating toolbars recently broke for me as well (chat on the left side
(default)). And I double checked the floating toolbars option and it is indeed
checked

I can confirm that when I'm signed to the chat the floating toolbar does not
work. It does move at initial step but then disappears. Disabling all labs
(/?labs=0) did not solve the problem.
Chrome: 12.0.742.60 beta-m (but did test with 11.x.x.x before automatic update)
OS: Windows Server 2008 R2 Datacenter SP1 English (happens on Windows 7
Ultimate x64 SP1 English too)
Language: English (Windows locale set to English, date/time formatting to
Slovak)

Appeared so but I found it to happen occasionally also when signed off of chat.
But when signed in to chat it seems to happen more often.
However I'm not able to reproduce it anymore since update (Chrome 12.0.742.68
beta-m + Minimalist - ver: 1.7.33).
Will report when I find anything.

Please disable Minimalist for Gmail if you have it installed and install
