Since the link fixes it, it's definitely a labs conflict. This is a low
priority bugfix for the moment so I'm not going to dedicate the time to
troubleshoot all your labs. However if you can isolate which lab is causing
this conflict, I'll push a fix with the next update.

After trying to rule out the labs experiments I discovered that this
can be recreated even on the labs=0
pressing c will bring up the short text area.
if you take focus from the TO: address text field by clicking outside
the form, then press c again... the full text area will appear on the
"refresh"
if you discard, and get taken to the inbox... press c... the short
text area appears with the email form

hmm I still can't replicate the issue on any of my computers which makes it
very difficult to diagnose. Are you getting any Javascript Errors?

If 1.6.3 is just automatically updated for my browser, then it is
still exhibiting the small text area problem
