Plugin does not starts

Do you have an error log? If so, paste it here using a Pastie or Pastebin.

What other plugins are you running?

Have you tried a clean install/allowing the plugin to regenerate configs?

Please attach copies (PasteBin or Pastie preferred) of your configuration
files.

You need to have Vault installed on your server. You can find it at 
http://dev.bukkit.org/server-mods/vault/.
