Ranks below Helper not working. #34

I am currently using your up to date version of MBR and my ranking system using 
PermissionsEx wont allow anybody below a Helper Rank or people who are OP'ed 
collect bounty for kills. I dont know what causes this problem, and im not very 
savvy with the permissions file, so i dont know how to fix it.

Can you help me?

I can try. In order to do so, though, I'll need a copy of your permissions.yml. 
Also, make sure you've visited
