General.yml no longer reading some commands

What steps will reproduce the problem?
1.turn on any of the following in the General.yml
useMobSpawnerProtection
mobSpawnerProtectionRadius
mobSpawnerProtectionRate
spawnedMobProtection
useDepreciativeReturn
depreciativeReturnRate
timeAfterLogin
mobCap
2. reload/restart server
3. farm a mobspawner

What version are you running of MBR and what version of CraftBukkit?
MBR v317 CraftBukkit 1.4.5 R0.2

What is the expected output? What do you see instead?

Expected to not get points for killing mobspawner mobs, instead still get them.

Do you have an error log? If so, paste it here using a Pastie or Pastebin.
