At initial startup no default menus are created #92

What steps will reproduce the problem?
1. create a fresh profile in FF
2. install mpm (at least 2.1.2 / svn)
3. open the menu editor
4. the menu editor is empty. User must hit "Restore defaults" to have default 
menus

What is the expected output? What do you see instead?
1. The default menus should be present from start.
