Check old RIKEN entries #273

It looks like the old RIKEN entries with ZN general distances have upper and 
lower bounds that haven't been separated.

Can you look at them or can you remark the issue?
Perhaps add one entry code to make this issue better trackable?

There might also be entries from RIKEN that are not split correctly on other 
than general distances.
Plan is to look for hi violations and only scan those entries.

I went through everything (189 entries) that was in the presetDict and checked 
them. They all had the lower bounds set. I also randomly selected entries from 
the full riken list and checked to see if lower bounds were applicable to any 
of those. There were not.

I guess the few that I had to do last year were all there were. I'm setting 
this to fixed.
