Split RDCs with multiple tensors into multiple blocks

These PDB id/block pairs have RDC data with multiple tensor information. Pieter 
Hendrickx and Aleks were wondering about the parsing of these data and I said 
we could split them up. See 1zfs as an example.

I think I'm further than that. This fell off the priority list last year. I'll
