1fonts of [Courier New]

What steps will reproduce the problem?
1.encoding [ANSI]
2.open a file with [Courier New] and it contains [japanese words] display error
3.

What is the expected output? What do you see instead?
1 the system notepad display o.k. 
2 notepad display (not o.k.)Garbled
words example: [異常]
shows like:[^U>aI]

What version of the product are you using? On what operating system?
4.2.25 REV 753

when changing the text encoding to UTF-8 , the word SHOW NORMALLY

Well it probably is a limitation of the font you are using and/or your OS. Try 
the official Notepad2 or Notepad++ or any other editor and see if the same 
issue happens there.

May be it is the encoding problem.
When I [recode] the file and set it to [shift_jis ] it shows o.k.
