Allow reports to restrict search by party instead of started by

The reports feature allows for filtering based on a party email, but it's 
mostly restricted to the set of transaction templates and set of users who 
started transactions of that type.  This works well for most situations.

However, when a user is a party, but not the initiator (started by), we'd like 
to offer that user the ability to search/list transactions that they were a 
party to without regard to who started them.

filters to the upcoming 13.12.11 release.
