Conditions button missing in read-only package

What steps will reproduce the problem?
1. Create a package.
2. Set up a custom logic rule.
3. Add an action and condition.
4. Put the package in read-only mode (promote to production, or leave edit 
mode).
5. Return to the custom logic rules.

What is the expected output? What do you see instead?
The Condition button should still be present so we can see the configured 
conditions (though they also should be read-only).  Instead, the button is 
missing.
