i think it's related to Cyanogenmod options , maybe not an issue or bug

Try setting custom levels in cyanogenmod's configuration.
I think default brightness levels are great.

I have tried, but I don't know the meaning of value.
when value is between 2 and 3,the brightness is 30%?in fact, screen is dark at
almost any time, but if i set 30% manually, screen is much brighter.

I'd like to konw the relationship of the value of (CM
setting->display->Automatic backlight->Edit other levels->screen value) and
value of (display->brightness->manual).they are not equal.with the same
value,CM setting is much darker than oficial

You merged some of my changes, I believe.
The configuration change was not the only thing that I had to change to have
correct automatic brightness. There are more commits close to that one.

No, not those commits.
These ones:

https://github.com/OpenEtna/android_frameworks_base/commit/e0bff88306d3bf8c552a2

These corrects the behavior of the sensor and the keyboard lights.
With these applied the phone will have the correct brightness after waking up.
Even in a dark room. Before, the phone would be fully lit.
And some other corrections.
