Setpoint problems with minValue < 0 #484

What steps will reproduce the problem?
1. Create a setpoint with minValue < 0
2. Initialize the value to a negative number
3. Press the "decrease" button for the setpoint in the basic UI

What is the expected output? What do you see instead?
I expect the value to decrease.  What actually happens is that the value jumps 
up to 0 and will not let me decrease it any more than 0.

What version of the product are you using? On what operating system?
1.3.1 Windows 8 x64

Please provide any additional information below.
Example: 
-Setpoint item=Decibel minValue=-80 maxValue=16 step=0.5
