Can't create datasets in Milestone or Test versions of database #502

What steps will reproduce the problem?
1. Create a milestone or test version of a database
2. Try to create a dataset therein
3. Fail

What is the expected output? What do you see instead?
Users should be able to create datasets in Milestone or Test versions of a 
database, but at present they can't. This issue follows on from issue #499.

Please use labels and text to provide additional information.
An explanation of how the various versions of a database should function is

Fixed.

Just a bit of feedback for future reports; Step 3 doesn't describe why you 
couldn't save a dataset. Presumably you couldn't find the button you'd click to 
save the dataset (it was being hidden for milestone and test databases). 
Including details like that is useful to speed up the debugging process as it 
gives us a good idea of where to start looking.
