Trial project database size upload limit too small #506

What steps will reproduce the problem?
1. Try uploading an existing database to a trial project
2. Get the error 'Your project is currently marked as a trial project - this 
database is too big for trial projects. Please chose a smaller database or 
contact the ORDS team.' if the database you are trying to upload is >1 MB
3.

What is the expected output? What do you see instead?
I realize now that the 1MB 'soft' limit to databases included in the ORDS 
Access and Account Maintenance Plan is actually rather to small for users to 
test out many not-really-all-that-big databases. Could we set the limit to 10MB 
instead?
