Enable images/other files to be stores in ORDS databases #539

I've been discussing with a potential new user (David Zeitlyn from 
Anthropology) and he's very keen to be able to put images in his database.  His 
view is that not being able to do so is a massive oversight.

We could use BLOB fields store the binary data without too much bother, and 
could work for other files too.  The work involved is going to be in the upload 
and display of the files, although this shouldn't be insurmountable.

We always intended to enable images to be included in databases, but because 
none of our early early adopters needed it the issue got knocked down the 
priority list. Now we have a real (potential) user who needs it I think we can 
up the priority again. We should discuss how to implement it.
