Up/Down arrow keys should moved between records in data editing interface #566

What steps will reproduce the problem?
1. Suffer from arthritis and have difficulty using the mouse to navigate 
between the cells in the data editing screen
2. realize that editing would be much easier if you could use the up/down arrow 
keys to navigate between the same cell in different records
3. request this from the developers

What is the expected output? What do you see instead?
I was asked to implement this during one of the ORDS training sessions by one 
of our early adopters. It would be a good thing to do.
