Need new database metadata field - 'Instructions for dta editors' #588

It would be useful if project PIs and Admins could record instructions for data 
editors within the ORDS interface (at the database level) that will then be 
displayed when people are editing the data. This would make it easier for 
editors to check they're following the right formats, etc., whilst actually 
getting on with their editing work.
