Can't add a VIP non-registered external user to an ORDS project #591

What steps will reproduce the problem?
1. Create a project and add the new project member 'Daniela.Duca@jisc.ac.uk' 
with admin rights.
2. Get the usual message that she's not registered, so opt to send her an 
invitation to register.
3. On clicking 'send invitation' receive the message "There has been a problem 
with your request. Please ensure the email you specified is valid and if the 
problem persists then contact ORDS support."

What is the expected output? What do you see instead?
I've tried this with both a full and a trial project. It doesn't work with 
either. The capitalization in the email address doesn't seem to make a 
difference either.

This isn't something silly like a 20-character limit or anything is it?

Yes - the limit is 20 characters and this is a problem!

Ah. The code had been changed to allow names with more than 20 characters. 
However, the database entry for ordsuser hasn't. I don't have authority to do 
this for all databases in use so I shall assign this to someone who has.
