Relationships not displaying in schema designer

What steps will reproduce the problem?
1. View a the structure of a database (including relationships) in the schema 
designer.
2. Note that the relationships aren't visible.
3.

What is the expected output? What do you see instead?
The relationships are obviously still there, as the linked fields appear in the 
table editing view and the form for adding new records, but they aren't visible 
in the schema designer. (If you create and save a new relationship using 
'Connect foreign key', it's there until you exit the schema designer, but 
ceases to be visible when you re-enter the designer - though if you go to the 
table view, the relationship does still seem to be there.)

This only seems to affect the dev version - staging and app are fine.

Yes, I'm seeing this too, but also in staging now that's been built. I think we 
need to fix this before going to app
