User would like to be able to share datasets with all Oxford users, but not beyond

I'm adding this in response to a query from a potential ORDS user, mostly as a 
reminder that this is something we might want to consider at some point in the 
future.

The user in question raised the issue of data that is licensed for use within 
the University of Oxford. He would like to be able to make this available for 
anyone within the University to see, but not fully public.

We've previously talked about allowing users to open up whole databases and 
make them publicly visible. Might it be feasible to add a third option (visible 
to Oxford users only) as part of this process?
