special characters get mangled during SQL export #627

What steps will reproduce the problem?
1. Import a db with some non-standard character
2. Export that db as an SQL dump
3. See that the special characters are replaced with '?'s

What is the expected output? What do you see instead?
Special character encoding needs to be retained during export
