Ban expire bug #334

By henhouse (27 October 2010 - automatically ported issue):

Occasionally when suspensions will expire it will remain `active`='1' so when 
players login they get disconnected from the server since the ban date expired, 
but it's set to active.
Also displays as expired in .baninfo command.
(Commiting fix, wanted to track issue though).
