In player.cpp is GetSession()->GetSecurity() >= SEC_MODERATOR for create 
character. Acc level 1 is not GAMEMASTER, but only moderator.

So what? we simply set all players who are moderator or higher to the starting 
level you defined in the .config. Thats the way mangos, trinity and we are 
handling it
