Bleeding spree updates to make them less confusing to players #100

Attached patch:

Makes it clear to a player they are being punished for bleeding every time
they die while on a bleeding spree or are outlaw.

Delays spawning 10 seconds so they can cool off/think about the warning.

Lets timer count down while they are in the spawn queue or spectator (this
was a bug fix).

Adds a BLEEDING entry in the !tklog when they trigger it without the help
of !outlaw.

All known issues should now be fixed.

New patch - 1 fix in case they do !specme while spawn delayed.

Although the last patch worked fine - this is just in case as it is more correct
code-wise.

Removed first 2 patch attempts, version 3 is the winner, moving version 2 
comments here:

Adds a warning when they are 2/3 of the way to triggering the bleeding spree. 
Plus
makes it VERY clear why their base just killed them
